The barrister John Milner was a founding Governor of the Foundling Hospital and served as its Vice President between 1740 and 1750. He was present on the night of the first admission of children to the Hospital at the temporary building in Hatton Garden on 25 March 1741. Milner subsequently laid the cornerstone of the Hospital’s West Wing at its new permanent site in Lamb’s Conduit Fields on 16 September 1742. Milner also conceived the balloting system which was used in the early years of the Hospital. This system worked as a lottery wherein mothers had to choose a random coloured ball from a bag: white meant that the child would be admitted; red meant that they would be held in reserve and black meant that they would be turned away immediately.
