Painter, printmaker and teacher, born in Youngstown, Ohio, America. After education in Lancashire he attended Liverpool City School of Art under Will Penn, then Royal College of Art, 1930–4, under William Rothenstein. Went on to teach at Laird School of Art, Birkenhead, for many years, becoming vice-principal. In 1972 he published Anatomy and Perspective. Oliver joined the Liverpool Academy in 1938, also exhibiting at RP, RSA, RCamA and Senefelder Club. Williamson Art Gallery, Birkenhead, near where he lived at Oxton, Cheshire, holds his work.
