Penry Williams was born in Merthyr Tydfil in Wales, the son of a stonemason and house painter. He moved to Rome in 1826 to pursue his career as an artist.

'A Distant View of Saint Peter's Rome' was exhibited at the Royal Academy in 1828.

Williams stayed in Rome until his death but often returned to Wales to paint, see clients and to visit friends.
