All Hallows Fair (or Hallow Fair) was an annual event held in Edinburgh every autumn, although down the years it seems to have been held in a variety of locations around the city. This painting shows the city from the West, with Castle and Arthur’s Seat in the centre beyond. The title indicates that it shows the fair on the Boroughmuir (or Borough Muir). However in the publication 'The Man who Loved to Draw Horses: James Howe 1780-1836' by AD Cameron (Aberdeen University Press, 1986), the author writes that the positioning of Arthur’s Seat in relation to the Castle means that the location cannot be Boroughmuir. Instead Cameron suggests that the location might be Wester Coates close to Whitehouse Toll, which was the location of All Hallows Fair in 1822 and for several subsequent years.
