Councillor W. Blakey was Chairman of one of North Tyneside's predecessor councils in 1920.

The artist was a landscape, marine, portrait and genre painter in oil and watercolour. Born in Newcastle, he was a self-taught artist. He exhibited at the Berwick Club and the Laing Art Gallery, both in Newcastle, and also at the Royal Academy. He was associated with the Cullercoats Artists' Colony. His son, John Thomas Young Gilroy, was an artist and noted commercial illustrator (best known for the Guinness 'animal' posters, including the famous toucan). His painting 'Military Parade at the War Memorial' is also in the Collection.
