The artist is assumed to be Septimus Park, who practised as a photographer in North Shields and was a keen amateur topographical painter of local scenes, as well as a portraitist. In 1900 the Shields Guardian, reviewing a portrait of another Mayor of Tynemouth, Councillor J. Eskdale (not in the Collection), said, 'It is some years since we predicted for Mr Park an honourable position in the art world and that prophecy is becoming rapidly verified. The standard of excellence attained to by him is exceedingly high, as all local connoisseurs who have inspected his work freely and frankly admit.'
