A sculpture of a red kite with wings outstretched creating a crowning effect over County Hall. To prevent rusting, the sculptor applied six coats of lacquer and then gave it a galvanised bath. It was commissioned at the time of building the new County Hall for Powys County Council.

The red kite with its distinctive forked tail has its natural habitat in Mid Wales and is now increasing in numbers following a period when it was in danger of extinction. County Hall also features a red kite engraved in glass, by master craftsman David Williams, adjacent to the main entrance. Powys County Council has incorporated the red kite in its County logo.
