Bartl moved from Czechoslovakia in the 1930s and married the sister of Dr Richard Weck, who also came from Czechoslovakia (Prague), in 1938. He went on to become a lecturer in the Department of Engineering and Director of the Welding Institute. Bartl then became a teacher at Lincoln School of Art, and was heavily influenced by the school of painting prevalent in Nazi Germany (hence the look of the mural in the Department of Engineering).
